TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through the states Regional Transportation Planning Organizations (RTPO). Each RTPO selects projects and distributes funds based on regional priorities. 50% of funds are sub-allocated based on population through RTPOs (2010 census). The other 50% is split as follows (Recreational Trails = $1.9 million, Safe Routes to School = $2.4 million selected through WSDOT, the Remainder provided to the RTPO for anywhere in their area).
- Who is eligible to apply: Local governments, Regional transportation authorities, Transit agencies, Natural resource or public land agencies, School districts/local education agencies/schools, Tribal governments and any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails that the State determines to be eligible (WSDOT and non-profits are no longer eligible sponsors).
- Application information: Application forms are available through each RTPO. RTP Program information is available at online.
- Application timeline: The project selection cycle is based on each RTPO project selection cycle. The RTP program applications are due July 1st, 2014. Projects are evaluated from September 19th-October 24th, 2014. Grants are awarded in June 2015.
- Application components: Each RTPO has their own application requirements. RTP: online application, maps, schematics, also answer evaluation questions for projects in Section 4 of Manual 16, Recreational Trails Program.
- Selection criteria: Each RTPO sets its own selection criteria based on regional priorities. RTP Criteria: Development of trailside and trailhead facilities and trail linkages for recreational trails; Maintenance and restoration of existing trails including trailside, trailhead, or trail maintenance, rehabilitation, or minor relocations; Education projects through recreational, trail-related programs to promote safety and environmental protection. Eligible elements must directly convey a safety or environmental message.
- Application tips: TAP funds on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and improved mobility, community improvement activities, and environmental remediation. RTP funds do not support new trail development (unless related to an existing trail), planning, feasibility studies or sidewalks/urban trails.
- Is there an advisory committee?: Each RTPO has a committee who recommend projects for final RTPO selection. The RTP advisory committee is made up of 15 members that meet once each year to advise the Recreation and Conservation Funding Board on which projects should receive funding. The meeting occurs after members have evaluated and scored grant application materials.
- Advisory committee members: RTPOs are encouraged to include representative from each of the following organizations: cities, counties, WSDOT Highways & Local Programs, pedestrian groups, trail groups, historic/scenic groups, bicycle groups and Indian Nations.
- Project award minimum: None.
- Project award maximum: RTP (General Projects = $150,000 each, Educational Projects = $20,000 each)
- Typical local match: 13.5%, RTP (20%)
- Matching policies: Local agencies, special purpose districts, tribes, and non-profit organizations must provide 20 percent match for each project, and at least 10 percent of the total project cost must be from a non-state, non-federal contribution. Federal agencies must provide at least 5 percent from non-federal sources. Match may include, but is not limited to: appropriations or cash; bonds; donations of cash, land, labor, equipment, and materials; federal, state, and local grants; and applicants labor, equipment, and materials.
