TA Program Structure, Policies, and Procedures
- TA program structure: There is a sub-apportionment for the Recreational Trails Program which is taken off the top of the States total TAP funding allocation. 50 percent of the remaining funds can be allocated anywhere in the state but the other 50 percent must be allocated based on population. Projects must go through a competitive selection process.
- Who is eligible to apply: City and County Governments, transit agencies, natural resource or public land agencies, schools, tribal governments, and any other local or regional governmental entity with responsibility for or oversight of transportation or recreational trails.
- Application information: The application can be found online.
- Application timeline: The call for applications is made annually in the fall.
- Application components: Project scope, Project sponsor, project manager, location (maps, pictures, narrative) and budget.
- Selection criteria: Project concept, funding/resources, effect on transportation network, sponsors experience administering fed-aid projects, and projects readiness to proceed.
- Application tips: Needs three prerequisites - Public information hearing, resolution form sponsor, MPO endorsement (if applicable).
- Is there an advisory committee?: All applications are reviewed by VDOT staff.
- Advisory committee members: VDOT Staff.
- Project award minimum: None but historically projects average $250,000.
- Project award maximum: $1,000,000
- Typical local match: 20%
- Matching policies: The state accepts in-kind match for donation of property, materials and services.
- Once your project is funded: The match requirement can be met using local, state or in some cases, other federal funds. This includes other grant funds. In lieu of cash, the local match requirement can also be fulfilled through the use of in-kind match. Written guidelines can be found online.
