TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a state-level TE Office. The state uses a mix of competitive and non-competitive selection processes, and TE funds are distributed directly by the state TE Office.
- Who is eligible to apply: Municipality, County, State agency, Tribe, Military, University or NGO.
- Application information: Potential applicants must submit a pre-application for review prior to a final application submittal. The application form is available online at http://www.okladot.state.ok.us/projmgmt/enhance_prog/applications.htm#app-process. The TE Office offers application training at multiple sites in the state and to individual applicants on request.
- Application timeline: The project selection cycle occurs every 2 years. The next application deadline is TBD.
- Application components: Project narrative, budget, and letter of support from a state or local agency.
- Selection criteria: The state does not fund Category 8 projects (Preservation of Rail Corridors and Conversion to Trails). Selection criteria include: anticipated benefits for the community, anticipated number of users/beneficiaries, whether the project is eligible under multiple TE categories, environmental impact, fit with comprehensive planning goals, linkage to transportation system, need for TE funds to complete project, maintenance commitment, and secured matching funds.
- Application tips: The TE program funds project design, engineering and construction. To improve chances of selection, applicants should demonstrate a strong understanding of the requirements of the Transportation Enhancements program as it relates to eligibility, as well as overmatching funds.
- Is there an advisory committee?: Yes, but the committee serves in an advisory capacity only. Final decisions are made by the ODOT Transportation Committee.
- Advisory committee members: The committee is composed of 12 members representing MPOs, numerous state and federal agencies, and ODOT.
- Project award minimum: None.
- Project award maximum: The TE Office recommends $400,000 for non-MPO projects and $600,000 for MPO area projects.
- Typical local match: 20%
- Matching policies: The state does not accept in-kind match.
- Once your project is funded: Written guidelines for project implementation are available. The TE Office offers implementation/technical assistance to project sponsors on request.
