TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a state-level Local Programs Management Office. The state uses a mix of competitive and non-competitive selection processes, and funds are distributed directly by the NC Board of Transportation in accordance with departmental funding allocation procedures.
- Who is eligible to apply: Municipality, County, State agency, or NGO.
- Application information: The application form is not currently available online. It is available in print format. The state offers application training in-person to individual applicants upon request.
- Application timeline: Historically, the project selection cycle occurred every two-to-three years. The next call for proposals is to be determined based on reauthorization.
- Application components: Currently, this includes a project narrative, budget, letter of support from state or local agency, environmental statement, and design specifications.
- Selection criteria: The state funds all 12 TE Categories. Selection Criteria include: anticipated benefits for the community, anticipated number of users/beneficiaries, whether the project is eligible under multiple TE categories, environmental impact, fit with comprehensive planning goals, level of public support, linkage to transportation system, number of sponsors, maintenance commitment, relationships to other projects, and secured matching funds.
- Application tips: The TE program funds project design, engineering, and construction. To improve chances of selection, applicants should demonstrate strong community support. Chances are also improved if the local match is higher than the required 20%.

- Matching policies: The state accepts in-kind match for projects in distressed county areas.
- Once your project is funded: A Local Programs Management Handbook is available, and there is a Local Programs Management Office that works directly with local officials on locally administered projects. TE projects must be completed by the deadline stated in the agreement, but approved extensions are allowed. Sponsors must submit monthly status reports during the life of the project.
