TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a state level TAP office. The State uses a competitive selection process.
- Who is eligible to apply: City and County Governments, transit agencies, natural resource or public land agencies, schools, tribal governments, and any other local or regional governmental entity with responsibility for or oversight of transportation or recreational trails.

- Application components: Project narrative, budget, location, sponsor information, description of the eligible TAP activities, historical significance, scenic significance, impact, proposed construction, ownership, intended use, life expectancy, and maintenance plan.
- Selection criteria: Fit into one or more of the TAP eligibility categories, relate to surface transportation, benefit the public interest through the provision of public access and use, have an eligible sponsor, have community support, have a 20 percent local match, have been submitted as a complete application, progress to completion within 5 years of award.
- Application tips: Follow all local/state/federal regulations and attend a workshop on TAP.

- Once your project is funded: To prevent delays- The NYSDOT/Sponsor State-Local Agreement (SLA) is to be executed within six months to one year of funding approval, the development and design work is to be completed within two years of funding approval or as directed by the regional TAP coordinator, the project must be completed and final construction inspection accepted within 5 years of funding approval, and project close-out should be initiated within three months of Final Construction Inspection acceptance.
