TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a state-level TAP Office. The state uses a competitive selection process and funds are distributed directly by the state TAP Office. The state also runs the Portland MPO TAP process (see below). They are transitioning to a revolving application process (apply any time) but the last round was done with a clear call for proposals and application deadline window.
- Who is eligible to apply: Municipality, County, MPO, State agency, or Quasi-governmental agency.
- Application information: The application can be found online.
- Application timeline: June 30th of any given year.
- Application components: Application form, diagrams of the location, narrative, project budget, detailed description of infrastructure project cost.
- Selection criteria: Rather than using the previous points-based system, the selection is now done by an advisory committee who ranks projects a 1, 2, or 3. 1 - urgent projects needed NOW (see application advice), 2 - projects that are really good and will select if funding availablity is allowed, 3 - projects that are good, but there just aren't enough funds to cover them in the current round. MaineDOT feels this discussion-based selection process allows for a more wholistic picture; with previous scoring systems, it was possible to skew the numbers in favor of one project or another.
- Application tips: Projects most likely to be selected are those with an urgent need to fix a deficiency or address unsafe condition (especially a pedestrian safety issue in a sidewalk network). What effect it will have on the community is also taken into account, even if the project is in a small community (quality of the impact, not just quantity).

- Advisory committee members: The committee is composed of representatives from safety, federal, planning, advocacy, traffic engineering, and environmental agencies.

- Matching policies: In-kind matches are not allowed and the local match must be secured before even applying.
