TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a state level TAP office. The State uses a competitive selection process. TAP funds are distributed by the state TAP office with a portion of the funds dedicated to the TMA areas (Baton Rouge, Lafayette, New Orleans, and Shreveport).
- Who is eligible to apply: Local Governments, Regional Transportation Authorities, Transit Agencies, Natural Resources or Public Land Agencies, School Districts, Tribal Government, transportation or recreational trail government entity, and Nonprofit organizations related to eligible activities.
- Application information: The application can be found online.
- Application timeline: The DOTDTAP selection cycle is set on a bi-annual cycle; applications will be accepted in even number years.
- Application components: Program checkbox, sponsor information, consultant information, project narrative, detailed project description, maps/plans/photographs, project benefits, implementation, project cost, federal cost request, and certification.
- Selection criteria: Project must improve quality of life, quality of transportation systems, and/or quality of the environment; shows rarity, uniqueness, or significance compared to existing resources of its type; degree of confidence about cost estimate; reasonableness of delivery schedule, amount of risk of lengthy environmental studies and permits or public controversy about the project; shows relative total benefit compared to its cost; demonstrates urgency or risk of lost opportunity; is multi-modal and/or demonstrates connectivity; provides extra matching funds or services; shows value in spreading general public awareness; and indicates sustainability and/or long-term worth.
- Application tips: The project must have a direct relationship to surface transportation. Get local support, be able to identify ownership of property, and make sure the sponsor is a public agency.

- Advisory committee members: Composed of members from LADOTD Transportation Alternatives Program Unit, the Landscape Unit in Maintenance, LADOTD Environmental Section, LADOTD Compliance Programs Section, LADOTD Planning Section, FHWA, and the LPA Director.
- Project award minimum: None.
- Project award maximum: None.
- Typical local match: 20%
- Matching policies: The applicant is required to provide a minimum of 20 percent of the construction costs, and all costs associated with the engineering plans, environmental studies and documentation, right-of-way plans, right-of-way acquisition, and environmental remediation. The local match must be in cash.
- Once your project is funded: Projects must be completed within three years. Complete the implementation strategy ( design, environmental documentation, and right-of-way).
