TA Program Structure, Policies, and Procedures
- TA program structure: The program is run through a competitive selection process. Funds for areas with a population over 200,000 are sub-allocated to the Metropolitan Planning Organization (MPO)for that area. The MPO is responsible for holding a competitive application cycle for projects. Once projects are selected and eligibility is determined, the projects are then administered through the Kentucky Transportation Cabinet. The MPOs receiving suballocated funding are: Ohio-Kentucky-Indiana Regional Planning Authority Council of Governments (OKI), Kentuckiana Regional Planning & Development Agency (KIPDA), Evansville MPO (Henderson KY Area), Lexington Area MPO, and KYOVA Interstate Planning Commission (KYOVA).
- Who is eligible to apply: Local governments, transit agencies, natural resource or public land agencies, and any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails.

- Application components: Application information, project category, project description, project readiness, project cost, and connectivity/project impact/community support, location map, LPA certification, detailed engineers estimate, and letter of match commitment.
- Selection criteria: The Office of Local Programs (OLP) will review the applications. Project applications will be scored based on information provided and the applicants performance history on any previous OLP projects.

- Matching policies: Applicants are required to provide a statement of match letter as part of the application.When using an in-kind match the project sponsor must provide detailed documentation. In-kind matches must be approved by the Office of Local Programs before the project begins. If cash will be used for the match, the letter must indicate, before approval and beginning of the project, that the LPA has funds available.
